Harold Gilstrap, Co-
Harold is the Owner/CEO of Gilstrap and Associates. Harold Gilstrap has worked with the largest and most established recognition award companies in North America. This experience in corporate culture and the constraint of not having the flexibility to provide the optimum business solutions for the client, encouraged the formation of Gilstrap & Associates. It was the desire for the flexibility to design and deliver the best solutions for the client that fueled Gilstrap & Associates inception.
Gilstrap & Associates is an independent consulting firm which represents solution partners that deliver Quality, Value and Service.
Chris Carson, Vice-
Chris is retired from Clay Electric Co Op and was in the Public Relations Dept at the time of his retirement. He also is a former business owner in Keystone Heights and was adjunct teacher at Santa Fe Community College.
Chris hold a degree in Business & Finance.
Sam Midgett, Board Member
Sam is the Office Manager at Capital City Bank here in Keystone Heights. She brings more than 37 years of banking experience to our community and is dedicated to providing excellent client service to every relationship. Sam is currently serving as board members for Lake Region Kiwanis and Gold Head CSO.
Sam has been married to her husband, Tom, for 26 years and they have one daughter, Ashli Newton. They have been blessed with one grandson and have another on the way.
André Gourd, Board Member
André is in Sales & Marketing with Realty Productions Co, providing Web Design Services
for Real Estate, Service Businesses, Builders, Developers as well as Non-
His past experience in the real estate field has ranged from sales, to management, then trainer and seminar leader, as well as providing consulting services to real estate brokers.
One of his favorite quotes are: “It’s our decisions, and not our conditions, that determine our future. And it’s also our choices that determine who we are, far more than our talents.”
André and his wife Beth have been living in Keystone Heights since 1991, and have 3 sons and six grandchildren.
Doug Wise, Treasurer
Doug's vast experience has included engineering, management and owning businesses. He holds a BS in Ceramic Engineering, a Masters in Chemical Engineering and an MBA in General Management.
He has been a Missile Battery Commander in the US Army, held many managements posts for Standard Oil and BP, and was the owner of the Keystone Building Center, Inc in Keystone Heights. Doug is a goal oriented leader and possesses strong financial management experience.
Barbara Franklin, Co-
Barbara is the owner of Keystone Heights Insurance, an independent firm representing 30+ insurance carriers. She brings over 26 years of experience in all aspects of the industry providing homeowner's, auto, commercial, health, life and dental insurance plans.
In addition to her responsibilities as secretary of KLRBA, she also helps coordinate social events and fundraising for the Melrose Community Senior Center. Barbara has one son (Buddy) who attended Keystone Heights schools.
Scott Kornegay, Board Member
Scott Kornegay is a lifelong public servant and recently retired as the Keystone Heights city manager where he served in that position for nearly five years.
Immediately before, Scott retired from the Jacksonville Fire and Rescue Department with over 25 years of service. At the time of his retirement, he served as an engine company suppression lieutenant/paramedic on Jacksonville’s Westside. Previous to that, Scott served three years as an administrative officer and project manager at JFRD headquarters.
In his administrative posts, he was fully immersed in all aspects of the administration of a major metropolitan fire department with a $215 million budget and over 1300 uniformed and civilian personnel.
Scott holds a Master of Public Administration degree from the University of North Florida and a Bachelor of Science degree in public administration from Flagler College. He is a veteran of the United States Air Force and Florida Air National Guard.
Scott is currently a board member at the Keystone Heights Airport Authority where he is chairman of Intergovernmental Affairs and Business Development. He is a member and past president of the Rotary Club of Keystone Heights. Scott lives on Lake Santa Fe with his wife of 34 years, Diane.
